Abstract

This paper presents a comprehensive multidimensional analysis of gender equality and women's empowerment across emerging economies, drawing on data from the World Economic Forum's Global Gender Gap Index (2023), the International Labour Organization, and the World Bank. We examine disparities across four core dimensions — economic participation, educational attainment, health outcomes, and political representation — across six major emerging-economy regions: Sub-Saharan Africa, South Asia, East Asia and the Pacific, Latin America and the Caribbean, the Middle East and North Africa, and Europe and Central Asia. Our findings confirm substantial heterogeneity in progress across regions and dimensions. While near-parity in health and education has been achieved in several contexts, the economic and political pillars remain deeply unequal, with the latter presenting the most intractable gap. Female labor force participation rates in South Asia and MENA remain below 30%, constrained by structural, legal, and normative factors. The global gender gap is projected to close in 131 years at current rates (WEF, 2023), underscoring the urgency of accelerated institutional reform. The paper further evaluates evidence on effective policy interventions — including gender quotas, conditional cash transfer programs, mobile financial inclusion initiatives, and legal land reforms — and identifies a set of emerging levers, including digital platforms and climate-finance mechanisms, with potential to catalyze transformative change. We conclude with a proposed integrated policy framework and an agenda for further research.
